(so since your villain is a solo artist, maybe she is looking for a way to take the mayor FROM THE BAD GUYS, to hold him hostage herself, and thats how she meets the villain team if she still wants to join them.)

Siren looked over at Impulse. "Do it, the mayor doesn't help this city anyhow." He says, his lips pursed in a way both him and his brother do.
Leona snarled as she looked to Siren and Impulse, "It's better him than someone else. So let him go."

Venitia sits quietly on a bench, manipulating anyone who comes near her to see her as some kind of tourist. Suddenly she hears shattering glass. Looking up she sees in the distance the a figure, hanging from one rope, apparently about to fall to his or her death. Now there's something you don't see every day. This has got to be interesting… Venitia starts making her way toward the building.
"You gotta stop daring villains, mermaid. Cause he will drop." Impulse keeps his grin smacked on his face, feeling the others trying to call his bluff. He quickly thins the rope with his fingernail, smoke arising.

Siren yawned. "Just drop him, I want to get back to my coffee." He growls, he was the exact opposite of his brother. He was quiet and moody, whereas his brother was bright and loud.
She touches the building. So, this is where the mayor is. Looking up she sees the figure still dangling there. Could that be… Puzzling for a moment Venitia finally comes to a conclusion. That's the mayor. The ultimate jackpot for cash.
Maybe I should say hello…
Sirena snarled as her water slowly weaved a net a few feet below them. She figured that the mayor would drop, but she was ready to catch him. Leona went back at Siren trying to get a reaction, any reaction.
Still climbing up her rope Venitia notices some water under the mayor. So there are multiple people involved. Do they all want the him? Getting directly underneath the water she reaches out to see how many people she will have to manipulate. 1, 2…. 3. Maybe 4 but I can't tell. Well, I can at least get those 3. Then, using the power of manipulating what people see she makes herself invisible to everyone eyes. If I get unfocused once they'll all see me. She takes a deep breath. I got this. She slowly and quietly climbs through the broken window.
(I guess if anyone wants to bump into her or something so she looses focus then go ahead)
Avery heard footsteps approaching. "Whom the fuck is trying to sneak up on me?" He asks in the general direction of the sound. "And before you pretend like you're not there, I can hear your footsteps and I'm prepared to fuck you up if you don't reveal yourself."
Edward looked at Impulse, shaking his head with an arrogant smirk. "You still don't get it," he said, then ran towards the mayor.
(Since the rest is assuming that Impulse drops the mayor and I really don't want to have a super short post, it will be in italics. Ignore it if Impulse doesn't drop him.)
Hands already charged with alchemic energy, Ed placed his hand on the bomb, which changed the explosive compound inside to simple sediment. He clapped his hands again, quickly, and touched the side of the building. The windows seemed to converge into one thick platform, which he and the mayor landed on. Ed shot a grin up at Impulse. "Checkmate."
(Since I want to keep this going, I'm just going to assume that @Poppy not replying means that I'm good)
Alphonse walked into the cafe as well, thankfully in his human form. He was noticeably worried about something. The truth was, his brother had gone out to fight again. He'd heard about the mayor being captured and gone off to try and free the guy after an argument with Al, insisting that the latter take a break while he could, before his body switched again. Alphonse had reluctantly agreed, but the argument had still gone on for a while. He ordered a hot chocolate–with whipped cream, of course, who in their right mind drank hot chocolate any other way?–and tried to find a seat. Unfortunately, it didn't seem that there were any free ones left. "Excuse me, miss," he said to someone sitting by herself. She seemed to be enjoying a scone. "Could I, er, sit here?" he gestured to the chair across from her, even more nervous now. It'd be awkward if the person was a guy, but she wasn't, and he was, so she probably thought he was some sort of creep. "I-if you don't want me to, that's fine," he stammered.

Shoot. Venitia looks around, still invisible but realizes that some people know she's there. I was too loud. Then, starting a new manipulation while a man and the mayor get away (will change if needed) she changes the scenery to a small room with no windows, doors, or anything else. Just a room. While she has the manipulation going she starts making her way to the out. I'm getting to the mayor, and no one can stop me.

Alphonse exhaled in relief. Crisis averted, he thought, sitting down. "Thank you." A few seconds of awkward silence followed, and Al took a sip of hot chocolate before trying to find a conversation topic. If the woman even wanted to talk. Um…not the mayor. DEFINITELY not the mayor…what about a compliment? Her hair's pretty cool. "Um, your hair's nice," Al said. It didn't come out perfect, but it was something. No going back now and whatnot. "Is it naturally dark with purple dye, or is that just the color on the box?"
Taking in the compliment Anita sits there not knowing how to respond. I can't not respond. That would be rude.
"Umm… thanks I guess. My hair is naturally dark," Anita says slowly, "I like your hair too." Hopefully that wasn't weird.

Impulse lets the rope slip from his hands only to realize the mayor only fell a couple feet. He then huffs to Siren, and in his lowest whisper, "What do we do know, partner?"
Siren gave a creepy smile and shifted sound waves into what looked like a gun, he cocked it and his smile grew wider. "Kill."
Sirena moved to where the mayor was now safe. She snarled, "Not today."
Leona roared and rushed at Siren.
Impulse quickly dodged Sirena, pushing Siren out of the way. Even lower of a whisper now, "Partner, you know this isn't a good plan. Better get out while we still have dignity."
"Meh, you're right. But I'm still going to burst his eardrums." Siren said, taking a deep breath in then… Screaming. The scream was directed at the mayor and the force of it burst his eardrums.
Sirena and Leona covered their ears. Sirena moved her water to create an iced shell around the mayors ears, in an attempt to lessen the damage.
