I don't know if it is a race or a magical ability. I'm kinda leaning towards both.

They are like shaoeshifters but aren't. Also they aren't really werewolves.
Basically they can control shadows turn into black wolves and are abnormally fast and strong.

So they operate kind of like the bird-guy from MHA's Dark Shadow Quirk, but they change their physical forms instead of just messing with shadows? Nice!

I’d say it could go either way. It could be a race if you wanted to, and it also could be a magical ability
