i think rising action to climax should be a smooth, natural transition (building an army > army marching to war > battle) but to get there to falling action, i tend to like a jump in time, either between chapters or "parts" if you want to divide your story into parts. sometimes an epilogue could come in handy there, and even then you can have multiple chapters in the epilogue (especially if you're using multiple narrators).
I'd like to help, but my english is not that good yet… what is "falling action"?
falling action is something like, the aftermath of a battle, the time when your character is recovering from the climax.
