So, the basic plot of my story is that there are these group of teenagers that work in this Network of assassin Bases located throughout the United States (at least). This specific Network Base is in New York and follows a girl, her twin brother, and their friends, most of which are assassins at their Base. Each of the kids are Gifted, and that is why they are found by the Leaders. The Gifted each have a specific kind and combination of Magic that they use to assassinate. They will learn later in the story that their Leader is corrupt, but one of the characters doesn't believe that they are being manipulated and continues to follow their Leader. Fights break out and finally, this character realizes that the stuff their Leader is planning is horrible. My problem is that I can't figure out why the world needs this Network of assassins. I was kind of thinking that there would be some kind of monster or another type of Network that has "Bad Guys" that also have magic, but I can't come up with ideas or a background of sorts. Also, I'm having trouble developing the main antagonist (their Leader). If anyone has ideas, I would love to hear what you think!
Okay so pretend in your story the world needs the assassins because the government is turning into an anarchy. While the government is doing so, a civil war is starting to break out. The people of the government realize that it's starting to turn into an anarchy and disagree. So the network is developed and then your characters are born sometime after it was already developed. So the characters are scouted out and are part of the network. Mean while a small group of 1 power seeking murder and 2 unknown murderers ( meaning the gov. doesn't know they are murderers ) start seeking political power and start to go on a killing spree. Sorta to scare the people into a dictatorship. But another person seeks power who is a protagonist tries to fix the gov. The leader of the " good guy network" is one of the two unknown murderers. He brain washes the teens into assassinating people who disagree with him and who like the other canidate. The people of the gov. don't know this and think it's just a serial killer on the loose, not a power hungry group of killers. One teen realizes this and tries to pull the others out and they disagree. Finally the girl gets her friends to realize what his plans are. They still act brainwashed but try to take the series of plans to the general of the military. who ends up being the 2nd unknown murderer however the teens have no clue. He contacts the network leader and the leader plans to kill them. He kills the girl, and all the friends and the only one that's left is the twin brother. I could go on and on but I'll wrap it up.
