Here are a few ways

1. Have them born with a magical ability
2. Have them blessed by some divine power
3. Have them learn magic as the story progresses

How would you have magic interact with 1920's to 40's technology?

Magic powering certain appliances like microwaves, lights, vacuum cleaners, etc. could work.

I was thinking Sin industries.

Magic sex toys, enchanted stills, guns that shoot magic, etc.
