Necromancy, in most circles, is considered a dark art and often requires extensive study in dark magics to be successful with. Raising the dead is also an abomination against life itself and will have negative effects on plants and animals in areas where the Magic has been performed. (Wilting or dead plants, large stretched of dead grass. Animals usually flee, but may become hostile if affected in some way.)

Oftentimes the necromancer must have a part (blood, flesh, or bone most commonly) of the creature or person they wish to resurrect. There are different aspects of necromancy as well. From talking or summoning spirits and ghosts to resurrecting zombies into the living world.

In all seriousness, there's actually a lot more in terms of the raised person's cognitive ability and whether or not they will obey you. Most of it is based on the Haitian version of zombies where they were dead but were able to follow simple commands, I recommend looking into both that and Dungeons and Dragons to differentiate the kinds of folks who can raise the dead and those who resurrect people. Resurrection is WAY different than necromancy and has far more side effects.
