I'm a bit late to the party on this but that seems like a cool concept! Is magic solely for the upper class like how Victorian society had a clear class division or is it more like everyone has magic but the wealthier you are, the more refined your magic is considered to be? Like if only the aristocrats could perform "proper" spells that are aesthetically pleasing but you can still find someone living in the slums capable of turning a teacup into a frog with a loud bang and a burst of sulfur. Or maybe if we're just throwing ideas out there, everyone can learn magic but it's such an expensive and time-consuming task that only the affluent can afford to, like how way back when most families didn't send their children to school because they needed the income from them working. Also, is magic treated like an art in this universe (eg: like a trade or skill; anyone can do it with the proper training) or is magic something innate that you're born with that you then need to hone, (eg: the Harry Potter magic system). Lots of possiblites!
Or people with magic are in a higher class than those without magic
