The protags end up finding the item by accident and dont realize what it can do until one of them activates it

Cave, mountain somewhere, old ruins, underwater(lake, ocean, stream, river, pond), found in the wreck of a destroyed building/house, an old antiques shop, a junk shop, given by a weird hobo/fortune teller on the street for no reason, shady guy at the bar, the list goes on

digging around in the ground, caves, rivers, washed up on the ocean, attics, maybe some sort of secret passage, really depends on the setting.

A hoarders house, the bottom of a lake, the bottom of a river, grave, graveyard,

Somewhere incredibly obvious, perhaps?

It could be a Percy Jackson type scenario where it's disguised as something else like a pen

If they find it by accident, maybe its hidden in plain sight. Maybe when you try to turn a doorknob, it pops off and boom, magic item.

Or maybe its something that is tied to someone. Maybe the magic item has a sense of consciousness. Not much, like it being sentient. More like Mjölnir in the Marvel movies, where it can sense if someone is worthy or not. Except, it remembers its past owner, and one of the main characters is similar to them. So it does… something, like give off a magical aura or trick someone into stealing it, so that it shows up in those characters hands.
