Absolutely! Or at least to me. :) You should probably get some more feed back from others but I think it's very creative and makes perfect sense! :D I wish you the best of plot!
Interesting, very interesting. I am curious as to their imports and exports. if there's no food grown, how to they pay for it to be brought in? to they tax other galaxies, do they have a specific, valuable resource?

One thing is, unless the species have a lot of variation, it's nearly impossible that every planet is inhabited. Every star system, maybe. But probably not every planet.
Maybe, control of these uninhabitable planets is incredibly important to maintain control and keep other species out (like satellite nations during the Cold War, but if there were no people there). You could get a lot of petty disputes between species out of that (ruling classes are notorious for not getting along). Perhaps the survivors could be covertly taking these uninhabited planets (including Earth?), seeking a return to Law and Order.
