Yup, you read that right! I'm trying to create a government for Hell or as I call it in my story…NeoNight! I don't have much knowledge about the types of government so I'd really like some help with this. In NeoNight there are various demon kings, gods(though they never really visit and stay), lots of souls, witches, knights, guardians of heaven and hell, monsters, and the main character is a cop who's just trying to do his job to keep NeoNight as peaceful and safe as possible. What I mostly want is sort of a society with different class status. Holy figures and powerful demons would be the top class so like gods, angels, demon kings, etc. They are pretty much secluded from the rest of the underworld and are very rich. Then there is the guardian class, so knights, guardians of the world's gates, powerful spirit animals, and whatnot. After that is the working classes, this is where the main character seems to be placed but really should classify as a guardian. Regular characters are placed in this even though they don't need to work. Lastly, there's the eternally damned class which is pretty much self-explanatory. But I need a government system that is strict with their laws on how NeoNight functions to protect life above and to prevent disasters from happening. Please Help!

If there are demon kings, do some of them rule? You could make a monarchy system under a demon king, or maybe have a council of all the powerful dudes who make the rules. It seems like the class structures you have created are pretty rigid - Maybe the system is more of a constitutional monarchy or oligarchy, where a small group of people are in charge but they must follow a constitution that outlines all of the rules.

I think what I'm gonna have is one demon king, then under him will be the individual country leaders that create some sort of council? I'm gonna take out the gods since they don't seem to fit anywhere within my story anyways. I guess what I'm wanting is sort of a universal constitution that follows the laws of magic, it's just easier that way. I'm only going to write about one country anyway, so I guess I don't need to worry about the other ones.

I think that a government in hell would be an oligarchy, a few important people at the top of the food chain making life miserable for everybody who is not them.

Not necessarily making the rest miserable though because each class is separated from each other to prevent that. The powerful ones live in like a rich neighborhood because they are straight up kings, or higher. But as for the eternally damned, they are in a different part of the world to prevent holy lands from being tainted. As for the oligarchy, I don't think it'd last long due to each individual's selfishness for power. Characters would kill groups within the same level, thus leaving us with only one political leader. Just like a food chain, there's always the top predator. I think it'd be best to add in the ruling character, although I don't really plan on making them the main protagonist. Just sort of a small detail to fill in a few explanations for how the underworld works.

Wow! That's almost exactly what I was thinking, thank you! I guess I'll be using the Caste system as a guideline for writing mine.

Or, you could make the government an Oligarchy-style government. An Oligarchy is were a group of people, usually nobles, make the decisions. A good example would by the British Parliament. The demons kings would probably make it an Oligarchy since there are multiple kings.

I'm only calling them Demon Kings because they are powerful and have like a bunch of demon kids, they're more like gang leaders, to be honest. Most of them just own a bunch of lands, the real king would be Hades. Do you think it'd be possible to mash up the oligarchy and the caste system? I could maybe use the caste system but instead of having one pyramid, I'd have 2 pyramids consisting of the living and the dead. Then maybe call it the Diamond System, or something idk.

Possibly. The basic definition of Oligarchy is: "a small group of people having control of a country, organization, or institution." but maybe they would have to get all their decisions ratified by Hades. Or maybe some people have two votes, but some of the lesser "kings" have 1, or something. If you want to learn more about a traditional Oligarchy, I would also suggest researching the government of Sparta, which was an Oligarchy. (If you're going to read the Wikipedia article on Sparta, the government part is titled "Structure of Classical Spartan society". Just so you know).

If you're going to do a castle of the living and the castle of the dead, you have two options: make Hades the "High King"of the dead and someone else the "High King" of the living, and then do the whole "Lesser Kings" and "Even-Lesser-Kings" for both castles, and then make them work together OR an monthly convention where they have to discuss whatever they discuss.

It would also be good to research castle systems and how they work, just to be safe.

I wish applying a government to a story weren't so hard, but I've got no choice. Thank you for helping me! I'll try to do my research and hopefully, by the end of it, I'll have a solid understanding.

There probably isn't but in my story, Hell is just a terrible afterlife that mirrors real present day earth and to have that it needs a terrible government with terrible leaders and a bunch of sinners. The main characters are trying to turn it into a better place, and in order to do so, they need the help of those in government power.
