I am really curious as to which came first for the writting that everyone else is doing. To expand on the question that the title asks, do you make your stories start with making a world and filling it characters and lore and letting the story write itself? Or do you prefer to write out a story with twist and turns, love and betrayal, and fill in the blanks later on.
I ask because I am kind of at a cross roads as to which way to go. I have a decent amount of chracters thought out already and also lore and religion and all the fun stuff. On the other hand I have some scraps of dialogue written already, along with the beginings to the plot started. I am just unsure which way to focus my attention on more or to continue on the path of bouncing between the two.

For me it's story first, almost always. I usually build my world around the story if that makes sense.
Characters, for the most part. I'll get their appearances and personalities figured out, and then the story forms.
I have had this one character rattling around in my head for YEARS at this point, and I decided to include my friend's OC. Then, things just kinda spiraled out of control from there.
The story came first for me but I only had a general idea of the characters and I hadn't decided what I wanted their names or specific traits to be. The world was actually the last thing I thought of because I wanted the world to fit the characters instead of the characters to fit the world.
Its nice to see that it is back and forth between the two. It makes me feel better that I bounce between them.
Story for what im writing now
Sometimes the character will come to me first but mostly itβs the story i want to tell that I can recognize first.
It's been years since I started so it's hard to pinpoint which came first. I think it might have been the smallest concepts of the characters first followed by a weak attempt at a story and then the world came crashing down. I dunno I guess I did it all at the same time. Even now I'm changing parts of the stories inside the world which is also still changing
I had a small idea for a short story that only had two characters. Later I expanded the world, then came up with a bigger plot
