No. I mean, I personally find that it helps a lot but it's not for everyone. Apparently Steven King doesn't like to outline and things seem to work out pretty well for him.

The way I do it is I just make little bullet points of all the important things that need to happen in each chapter. I've heard of some other methods, but I kinda like to do it that way because it's pretty straightforward. I don't always end up sticking to it 100%, but it helps me to ensure that something relevant is happening in each chapter.
Outlining isn't necessary, I tend to write a lot of my personal projects without outlining. However, I can say that you can outline without having a perfect grasp of how your story will turn out. If you have some basic ideas, write them on index cards or sticky notes and then figure out the details after. You don't even have to do them in chronological order, you just gotta figure out how to get from Point A to Point B once you've got at least two ideas down.
You have characters? A villain or some form of antagonist? Who wins? Simply finding out who wins leaves you space for you to write how you got there.
