Its sort of an action fantasy that has to do with being blamed for a crime she didnt commit
Okay so where do you want the story to start? After she's already been blamed for the crime? Just before the crime happens? Just as it happens? Knowing where and when you want to start is the best place for you to start.
Maybe the scene could be her running away from police and then a thing like "here's what happened…"
That's a way to start. Hopefully you can get it going, and once you get going it's easier to keep going.
