In order to answer this, I'll need a little more information. What's the genre? How important is their friendship to the story? What leads up to their meeting? How old are the characters, and what are they like?

The story is about Paul's high school life. Its a slice of life type of thing. Their relationship is supposed to start as a failed childish romance but their failed romance develops into a strong friendship and a slow process into a mature relationship. That is basically the premise of the story, their relationship.

They meet in a gym class where both of them didn't bring shorts and they have to sit out of the exercise together. They are both 15 Jessica being 2 months older.

Paul is a silent type keeping to himself, Jessica is pretty quiet but can be loud when others talk to her first.

Well, that seems simple enough. Have one of them introduce themselves because it's kinda awkward to sit by someone and not say anything. It really doesn't matter what they strike up a conversation about, because as long as you got them talking, it'll naturally progress from there. If you don't think either of them would start talking to the other, have the gym teacher force them to do some sort of other activity together since they can't exercise.
