Interesting question, to be honest I have never considered this before. My world is very medieval, so whenever laborers or peasants feel as if they are being mistreated, they have the right to protest and riot as they see fit. It's as Jefferson said, "The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants."
