I see the two sections, what exactly is the difference?

It ultimately boils down to how you want to use each page, but the intended difference is for countries to be a more general page focused on a country, its populace, its exports, area, potentially its government, etc., while government pages are more specific, focusing on a government's structure, beliefs, goal, policies, members, etc.
