I'm guessing they mean how the magic works in the sense of how it's attained, used, etc. For example, perhaps you could use a magic system where you need to learn a spell then use a wand to cast it. Rules can also be a part of this, however I don't know what you mean by "different ranks".
How magic works, the rules of it, how people get it and use it, what you can do with it, that sort of thing.
Examples: chakra manipulation (using body energies to do things), spellbook casting (written words are required for a spell to work), alchemical magic (using combinations of ingredients can create magic effects), telekinesis (the mind is able to exert physical forces), elemental magic (people can use things like fire, water and other element concepts)
You can go as wild or conventional with this as you want. In general it's useful to know 'how' a specific ability or magic works, with what type of constraints and limitations and requirements. For example, you could have the limitation that using 'mind magic' depletes a person's focus, or that alchemy requires extremely precise combinations you can only reliably create with specialised tools, meaning it's impossible to whip up a new recipe in the middle of a conflict.
