Here's the law as is written right now
Section 5 (On love between Immortal and Mortal), Subsection 13, Clause 4, : An Immortal cannot fall in love, have sexual relations of any kind, marry, or have offspring with a Mortal. The exception is if the Immortal in question proposes marriage to the Mortal. If the Mortal accepts said proposal, they can do everything that was stated in the first statement. If they deny said proposal, the Mortal will be murdered and the Immortal will be stripped of Immortality.

How do I make this sound more official and such? What terms of laws do I not know that would be key to use?

Here's my stab at it, I dunno much legal jargon and this is mostly just more official grammer, but hopefully this helps:

Section 5 (On relations between Immortal and Mortal peoples) Subsection 13, Clause 4:
An Immortal is not to have romantic or sexual relations, engage in marital or nuptial relations, and/or bear offspring with Mortal peoples. Exceptions to Section 5, Sub 13 Clause 4, is if the Immortal follows martial proceedures and is requited by the Mortal. If unrequited, the Mortal is to be exterminated and the Immortal will be stripped of Immortality (see section x, subsection x).
