I'm writing a story about superpowered people, and I'm stuck as to how I can insert the back story of how the powers came to be and the government regulations around them organically, but they definitely need to be in the story for the world to make sense. Any tips or ideas?
Depending on the setting of your story and how you want to develop your characters, you may choose to add in bits of history in the background if they're in a classroom, or propaganda out and about in a city placed subtly in the back of a setting- if you want your readers to piece together how superpowers came about. If you'd rather just throw it out there so they (your readers) get exactly what you want for the history of what happened with superpowers&government intervention, you could throw in some sort of altercation with law enforcement, have the officers explain their 'rights' or lack thereof, and have someone ask about one of them that's relevant to understanding your world and someone else answering while watching the altercation, or if not a question blatantly asked you could have someone just make a comment about some part of the altercation that turns into a convo that conveniently explains what your readers need to know. If none of those work, I'd be happy to pm you and brainstorm with you if you'd like

I just make the make some ignorant person show up and ask questions, or a regular person asks a question that leads to them thinking about it. Ex.,
"Seriously, why is this guy smiling so much? Does he have some kind of smiling disorder?
'So, why d’you wanna be a hero?' Jayden asks.
It’s not like Zenith can say he’s doing this to spite his creators. Greatest villain of all time, his ass.
'I- uh… I want to help people.' Zenith lies.
'It’s okay if you’re in it for the glory. If people only went in out of the pureness of their hearts, we’d barely have any heroes!' Jayden laughs.
…Zenith really needs to work on his lying. Next thing you know, he’ll tell everyone that he was created in a lab as the first artificial life form to kill superheroes.
Yeah. Not something he wants to broadcast at a Hero School.
'Yeah, okay.' Zenith smiles.
Fuck. The smiling disease is contagious!"
