What if it was just one planet where everyone in that vicinity decided to dump their trash and everyone on the planet can't do anything about it.

Reminds me of that one planet from Thor Ragnarok…I cant remember what it is called. It's where Thor found Hulk and the Valkyrie. But, hey, still sounds cool.

I'd say make everyone very mechanically minded, kind of like Waterworld, where everyone knows how to build stuff and it's all very ramshackle. Dirt, water, and vegetation are very valuable, and people build the most random things that get jobs done.

Waterworld is a movie that takes place after a flood of Biblical proportions. Everyone is after soil because there isn't much else aside from water and manmade islands. Aside from all of the shots dedicated to watching "stuff" happen with every mechanical thing, the only other thing that really sticks out to me is the fact that the villain is King Koopa from the Mario Bros movie.
