Yeah so hmu with some clarification as to how this world relates to our own, The impression you've written implies something like someone from our real world Victorian era used magic to accidentally go back in time and create or stumble upon a different world altogether that still follows the culture of England in the 1840-1900 period. Cleary this is a different world thanks to the geography but how did it end up with a similar culture, or more so how can the culture still be Victorian without a Victoria? how can it retain its cultural identity while still having advancements like tv and radio? Do people simply dress similarly or do they still hold to the general morals and stigmas of the massmedia-less late 1800s? And would the 'society's outcasts' be outcast from our society or from a different part of the same world? If the black world is the afterlife of black bloods than where did they die? here?
Your story has a c;ear vibe but the nitty gritty is a bit murky. But I love the definite aesthetic you've got here with the red stormy skies. It all sounds as if it looks very striking. Also it is worth mentioning that Victorian and Gothic era aren't really interchangeable, the Gothic style came and went about 600 years before the Victorian era, or at least it did in this world, the great thing about writing is you can do whatever you want. Anyway all and all it seems you already have the heart of your world down pretty good, and that's the most important part. it's just the details that could use some sanding off

Thank you! I probably should have clarified some things:
1) Black-Bloods developed a thousand years into modernized civilization (Around the same time as the Greeks to be more clear) They were outcasts and early Black-Bloods were considered "weirdos" and often associated with vampires. After a Black-Blood was attempting a new teleportation spell, she teleported to an unoccupied world. It was discovered she had teleported to the Black Blood Afterlife world. Black Bloods and the supernatural all slowly moved to this new world/dimension.
2) Black-Bloods love Gothic style. They kept up this Gothic sense of style until the Victorian Era. Most of the planet fell in love with this culture, and they were determined to re-design everything to look like a combination of Victorian and Goth. Even as some Black-Bloods developed more modernized styles, most famous Black Blood leaders felt the need to simply keep the well-known style.
3) At first, a lot of people kept the entire Victorian Lifestyle even after the end of her era. Soon however, the more intelligent Black-Bloods began to develop simple things to make life easier. Now many people still try to keep the lifestyle as close to the era as possible, but a lot more enjoy some minor technologies to make life easier.
4) By outcasts I mean weirdos, sorcerers, witches, vampires and other supernatural creatures. As time went on, Black Bloods grew in population and eventually became 98 % of the planet, sweeping other supernatural creatures under the rug as they became more common inhabitants of the planet.
5.) Full-blooded Black Bloods that die in the Human World, used to automatically teleport to the Black World as ghosts, not being able to interact with living black bloods. They now have a choice of staying in the Human World but most go to the Black World. Half-Bloods have always had the choice of Human World and Black World.
Alright great, yeah man as long as you know the little technicalities and stuff then you're all good. Just out of curiosity though, how intelligent are the black bloods, you described them as angry or sad but is that like they're consumed by those feelings and find their identity in them like ghosts are often described, or is that just like a general disposition that doesn't really define them?
Most Full Black Bloods have some sort of powers. Along with most being very intelligent (Enough to develop technologies hundreds of years before Humans) one of the types of powers you can have is super intelligence. However, since a lot of famous families are incestual, they sort of breed-out the intelligence gene, to the point where the children become as intelligent as the average human (not stupid but not nearly as intelligent)
This is why the few allowed technologies are so old and simple (Radios, small TVs, light switches, oil lamps, etc.) because either A) Citizens don't want new technology because it will disturb their carefree lifestyle; B) Leaders outlaw it in fear the citizens will out-smart them (Which is why incest and polygamy is often enforced); or C) They only know how to create those things because the intelligence gene has been bred-out of them.
As for emotions, I probably should have been more clear.
Black Bloods tend to have very strong emotions. Many black bloods cannot express certain emotions because of how strongly their brains express a few other emotions.
Example: A Black Blood might not experience Sadness because of how strongly they express their happiness and anger (Though it should be noted that many Black Blood families tend to have children with more sad people, so the happiness gene is often absent in many young kids; It's mainly because it's either a law, or frowned upon because happiness doesn't match the planet's somber aura)
A more common forgotten emotion/feeling is guilt or remorse. Many leaders and future guards are born to an unhappy couple so the chance of happiness or remorse is often low. More Black Bloods do this now, as it has become something of a trend.
Some places have outlawed feeling or expressing certain emotions. Many of the prison island don't allow happiness. Many places dislike remorse or guilt.
While rare, it is not impossible for a black blood to be born with all his/her emotions. It is just either very rare, or illegal as many who are known to show their emotions in many ways are imprisoned for being "different" than the picture perfect society.
They realize they are different and missing emotions, and often long to feel those emotions. I said they were often sad and angry because those are the most common emotions to feel.
