You're at a store, when you overhear a conversation between a customer and a salesperson in the next aisle.
Customer: How much for 1?
Salesman: 99 cents
Customer: How much for 12?
Salesman: 1.98
Customer: In that case, I'll take 128.
Salesman: That'll be 2.97.

What kind of store are they in, and what is the customer buying?

I have no idea how this works and it's probably something obvious and say there in one of those cornerside shops and getting cigarettes ¯_(ツ)_/¯.
