So far, the only things we've actually established are that we're going to be changing our names and profile pictures for a few days starting on the 25th and revealing who we actually are on Halloween. Do I have this right? I feel that this'll just be really unofficial until maybe next year.

Why not both? We have the master post for everyone to come and talk to each other, but we keep our costumes on and identities secret around the site. Roleplaying conversations will be a bit weird, though. People might want to suspend those for a while, or simply DM the participants their actual names.

I'm not entirely sure about that. Mostly because I don't know your mannerisms, habits, or where the heck you get your profile pictures. So as much as I would LOVE to be @Riorlyne, I don't think the charade would go on for long.
I think it would be funny if we played charades as each other! As long as the user portraying us doesn't do anything bad.
And our PPs would be a problem too, considering a good majority of us have illustrated stuff.
And I wouldn’t take too kindly to someone taking my art without my permission, if someone wanted to mime me.
Yeah, I think silly costumes and roleplaying are the best options here. Also, if you're "dressed up" as one of your characters, probably use one that people haven't seen before if you really WANT to keep your identity hidden.
