I'm making an MC who literally assassinates people who stand in the way of world-changing legislation. From your perspective, would this character be a protagonist, antagonist, or something in-between?

well no matter what he does if the story focuses on him then he is the protagonist
The story is somewhat split between him and the detective trying to catch him.
I misspoke with the ant/protagonist issue. What I meant is, 'Would he be considered moral?'
depends on what kind of story you want to give, in a situation like this there is no simple morality anymore it all depends on what character is answering the question for example the detective trying to catch would most likely say ¨no he isnt moral¨ but depending on how infamous this guy is there are probably people out there in your universe that would say ¨yes he is in the right¨.
Yeah. I was just trying to get multiple takes on the 'morality' of it. I wanted to see how a variety of people from different cultures respond to a 'greater good' situation like this. I wondered how controversial it would be.
I was thinking about a kind of anti-hero, like someone who is not on the same side as the protagonist, but is not antagonistic to the real hero.
