Well, first you need to find a group to play with. If you are in school, there may be a club where people meet and play.
To make a character, you should think about how you want to play. Also, think about the identity of your character. What race are they? What class are they (wizard, fighter, rogue, etc.)? What is their story?
I find it incredibly useful to use dndbeyond.com to make your character sheet.
Once you're actually in a playgroup, you'll learn about how the dice work and all that.
I would like some advice as well! The website you linked to requires a Twitch account, and I'd prefer a site where I don't have to make any other accounts(obviously email is an acception). I don't know anything about the rules, either, so if you could explain that or link me somewhere, that would be awesome.
So I have used Orc Pub (http://www.orcpub.com/) in the past for characters. Also there is an app by Loin's Den called Fight Club 5 that is ok, but I still prefer using sheets either printed or PDF. As for DnD beyond, My group and I agree that it's a good site for people who have money to spend because unless you spend money on it your choices are limited. That being said there are still people in my group that insist on using it because it's is a good resource for them. For beginners I recommend it because all the information is going to be right there. It's a good resource for people starting out.

In the PHB, there is a tutorial for building characters and stuff like that.
