Technically, this counts here. I'm trying to design a dragon form for one of my characters that is a total monster, is unique, and looks enough like a dragon. But it's so damn hard!

I would shape it to their personality and power level.
Do you want them to be the type of dragon that shakes mountains? Or the type that could be taken down by a few dedicated warriors? Do you want them to be winged beasts, the wind coming off of which tears down century trees? Or a wingless wyrm knawing on the roots of life?
What role do they fill? What part do they play? Shape their form to their character.
Those are very good tips.
I have the same problem at time, only with deciding human forms for my dragons
I try to match what the human/dragon would look like. Such as if they have black hair, in dragon form they may have black scales. Heavier individual, may be a larger, heavier dragon as where a light slender build may take the form of a smaller and lithe dragon.
