They're probably underdeveloped. Try giving them some new traits and/or fleshing out their backstory a bit more.

I would say to give him a few traits of his own, rather than being just a mashup of his parents. I would also amplify his flaws a bit more and perhaps give him one that works as a huge mental roadblock, or even a fatal flaw (ex. excessive loyalty, holding grudges, pride, rage, etc. I'd suggest you give him a tendency to crack under pressure, which would be an interesting contrast to his strategic/ take charge side). Something that the audience can relate to, since not everyone can relate to his backstory.

I've known about this for a long time. I think all of my characters tend to fall in the safe range. I tried it once with the first OC I ever made though and she scored an 86 :'D
