I need help with world/character ideas and don't know where to start. Please help?

Plot?

So it's about this girl named Aivil. She's a wood elf (Lord of the rings elf, not santa elf) and she finds a black lab in the forest one day. She finds out that if she calls him a certain name (dunno what though) he changes into a wolf.
Other Characters
Wolf Boy- werewolf who is Aivil's best friend
Ari- A fire elf, also best friend
Plot
A war. I have no Ideas at all after that.

Sounds like you have thought out characters a bit but not really the plot.
But another important thing is the world. Like how do you want it's geography. Are there many kingdoms or just one and unoccupied lands
