They can date. I have no knowledge of what is generally considered as pedophilia, but such a small age difference? They can definetly date.

She's still seventeen, but I would suggest doing research to consent ages all over the world/wherever is suiting.

My parents are ten years apart and no one's arrested either that I know of, so…yeah you're fine.

I see what you're saying, but I feel age gaps like that are kind of less weird when you're older and around the same sort of level of maturity (if that makes sense). Like, a 50 year old being married to a 60 year old is not that weird, but a 24 year old dating a 14 year old is just all kinds of wrong even though it's the same age gap.

That being said though, I don't think that a 17 year old dating a 19 year old is all that bad, unless they wind up having sex with each other (and if that is the case, then I second @The-Moral-Ambiguity-of-Metaphors's advice on looking into the age of consent for their setting. A quick google search is telling me that currently, most places have it at 16 or 18).

So pedophilia is usually defined as an attraction to a prepubescent body (up to age 13). So that would be quite a bit younger than 17. However, depending on local laws, that may still be considered statutory rape (which is a much lesser charge) for the adult because they hold the belief that consent can't be given by a minor.
