Okay. So you're asking for a random character? Let's see…

How about: Chubby brown-skinned girl with huge curls and dimples. She's got striking gray eyes that she hides behind wide-rimmed, black glasses. Her lips are uneven but when she smiles she's quite pretty. She's daring, bold, and excitable, always ready for the next adventure. She loves exploring, hates sitting still, has ADHD, fidgets a lot, wears mostly neutral colors, loves rose gold, can be overbearing and pushy, likes to boss people around, doesn't know when to back off… I don't know, i'm just spitballin'. What do you think? Think you can make a character from this?

how do you start creating a character?

You're welcome! I kinda just think of people I've met before and combine them with multiple traits from characters I've already made or characters I've seen in fiction or film. Basically a culmination of traits that seem like they go together.
