So, I created this thing and it's about a circus and like I have the main characters done but I need some background characters. They can look like anything, do anything (except magic it's only the 60's).

From what I can tell, your background characters have to have a purpose. Otherwise, they are just shadows in the glittering light of your main characters. Here's what I would recommend. Write out on a physical sheet of paper/notebook each of your characters. I found some helpful name generators under "Getting Started". Once you have a name, I don't care if it's only a first name, you can start building from there. Then you get backstories, emotions, interests, family, motivations… Just be aware, though, that not everything you write down has to be said in the story. This was the hardest thing for me when I first started writing, was not giving a data overload every time I introduced a new character. Mark the most important pieces, and then if you suddenly need another piece of info throughout your story, great! With that being said, you don't want to give too little information, either. Add more gradually throughout the story, and keep the reader on their toes. Best of luck! It sounds like a very interesting story!
