forum I need a good villain

I have a lot of the plot developed for a story of mine but I've encountered a major problem: I don't have a villain. The story has a modern setting and the protagonists are troublemaker-type kids with superpowers in a small town. The villain is trying to do something in the town secretly and the kids discovered it. They tried to tell the police but they didn't believe them - after all, they are just kids, and bad kids at that - so they take matters into their own hands. I need a villain (or villains) who is ruthless (unafraid to hurt/kill children) who fits in this situation. Can anyone help?

Lane Roch, businesswoman and murderer. She is sacrificing people for occult purposes. The kids find her killing a nice store owner one day which sparks the whole thing. Her daughter was once with her, but, the occult lord that she is worshiping took her daughter, and said it would give her back once she sacrificed 20 lives to him. You can change it if you'd like to not have occult stuff, but that's my shot at it. Hope you like it.
