So quick run-down of the story I'm trying to tell, it's going to be primarily a story of a world parallel to our own, where there is a world-wide witch hunt of sorts happening. The perpetrator is the monarch of a large and influential country, who has been crossed by a wizard somehow in the past. I need some help coming up with that experience that caused her to hate magic-wielders so much. I was thinking that it could have something to do with the wizard using his power against her, resulting in an unwanted child… But I don't know if that's good enough to start a mass genocide, you know? If anyone has any ideas… it would be much appreciated :'D

I'd think that to cause such a hatred to a people group, it would have to be an offense not only to her but also to her people? In some cases, to start a hatred toward a group of people just because one person from that group did something is a little overkill (sometimes, depending on the drama/the crime), so a group of offenders might be more logical. So maybe, if she's younger, then she was thrust into the role of a monarch because of wizard(s) killing her parents (that also seriously affects her) If it was an offense just to her, then I think it would have to be something serious, like as you mentioned a specific kind of assault, etc. If she's older, then maybe a deep distrust of magic was caused by something in her past resulting in a prejudice, like possibly having magic practiced on her, painful magic such as burning magic etc.
I honestly don't know how helpful this will be but I do hope that some way, somehow, this will be helpful :)
