I have a character that can shift into most animals. What animals, if sentient, would have the capability to speak English or something similar? I know about parrots, but he is somewhat useless as a parrot, and was wondering if there were other animals.
Probably dolphins.

perhaps these could help? Most of them only speak a few words but since your character knows English I assume they would be able to speak fluently in the ways these animals mimic human speech
