I have a very insecure character. She's not insecure about her appearance, but rather her personality and how others see her. How can I make her sound insecure, but not whiny or frustrating to the readers?

Maybe have her worry about how others see her the most. Have her ask 'did I do this right', 'are you angry at me', 'can I do this better' a lot.
I think this way she'll come over as insecure, but as long as you don't put it in too much it won't be annoying.

Back when we were first dating, my fiance used to apologize for every little mistake he made, even if it was insignificant, out of insecurity, so that's another avenue you could take.

Also, if you wanna see an insecure character in motion, there's a demo of a game right now called Super Lesbian Animal RPG that you can get for free on itch.io. It takes about 20 minutes to complete over all, but you'll understand the main character, who's insecure about herself and starting a magic guild with her girlfriends and friends, in the first 10 or so.
