In my story's first arc the second villain, this guy: Terry Torrert who is part of the disciplinary council and plans to stomp out all bullying but in an all crimes are equal, PC type of way and isn't above using violence to enforce peace, another conflict is that he is friends with hero of the story, Charlie Rōtasu who used to bully his sister and he is unaware of that fact and meanwhile his sister is trying to expose a little game the bullies had made, where they cut pictures out of a yearbook and pick who they bully (kinda like the Invisible storm) but he instead is distracted about keeping other's people feeling's from being hurt ,oh and he's infected with some hanahaki, Calce type virus, where he injects people with poison to make them into timid pushovers
Also, an extra note of how to redeem him and have him help his former victims, make a comprise and reconcile with his sister
