sigh i have no idea how to make a (decent) villain, i just dunno. I never made a villain before, nor do i know how to make them interesting.

Make their motives "good." Give them good intentions, but have them go about it in the completely wrong way. Or, you could make them evil, make them such characters that they can't help rooting for them. Think Hades from Hercules or Roman Torchwick from RWBY.
The most convincing villains are the ones who think they're doing the right thing. Like AIs that think the best way to solve humanity's problems is to just get rid of them because its the most effective way in their minds (this is kinda a cliche, but its a good representation to what I'm talking about.) You can just make a villain straight up evil, but either way, make sure your villain has a goal, and a reason for said goal.
Usually, the villain depends on the themes and genres of the novel, so make sure that your villain relates and ties in well with your story. Make sure your villain is developed as any other character, many villains tend to go underdeveloped and come out bland. Give them goals, a personality, and their own quirks. No villain does something for no reason, make sure to give them a motivation. Even if they're impulsive and just do evil things because, still and try to find a reason why they're like this. Maybe the act of being bad just makes them excited? Also, make sure your villain is active and a constant threat to the heroes of the story. If they sit around until the heroes show up and takes care of them, they're not a very interesting opponent.
