Making characters are worthless if they don't have a purpose and a story they fit in. Writing involves passion, and if you don't have a passion for writing, you're done.
Now, what purpose and story is this character supposed to fulfill?

Make them a foil to the main villain. If the MV is strict, then have the BV be more of a loose cannon. MV has magical powers? BV is just a badass human. MV is completely crazy? BV plans everything 5 steps ahead of them.

Two characters who are set up opposite of each other to show the other's strengths and weaknesses. Like Mercutio and Tybalt, or Hamlet and Laertes.
