For advice on being flirty, it's really just being witty, but complimenting someone instead of being snide. Different people have different reactions to being flirted with. Some might be angered, some might be bashful, and some people might flirt back! It all depends on the personality of the character. Hope this helps!
And there are various types of flirting.
One, of course, is really just hitting on someone. The usual, 'are you french 'cuz maDAMN' stuff.
There's also the flirting that could be debated whether or not it counts as flirting. The casual compliments. Being a generally nice person, but unlikely to get laid that night.
There's narcissistic flirting, which is pretty self-explanatory. Proclaiming your own glory un the hope that someone will be attracted by it.

When I write a flirty character, I usually pay attention more to the small things like tone of voice or small movements. For me, flirting is a bit more teasing with sexual undertones, or maybe just straight sexual. For example,
"You have something on your lips." he mused softly, his eyes tracing over the pink plump that was her lips. She moved to wipe her mouth, but his hand was quicker than her sleeve and he swiped it off with his thumb. She blinked in surprise, but quickly became flush and flustered when he winked and ran his tongue over his thumb. "I got it."
