SNOW (Supernatural Nullification Oppression Workforce) is wanting to wipeout supernatural beings, creatures, and entities, whereas RAIN (Regiment of Abnormality Immunity and Naturalization) wants to preserve them.

Prince-William: *On his third glass of whisky.*

Cale: William and I encountered a woman that claims to be working for RAIN to spy on SNOW while we were on one if our recent jobs. I don't know which side she's truly working for though, so I think we shouldn't trust her.

Prince-William: She says she's worked with George before, and the old man's confirmed this, Cale!
