Organization 22 is a cult like group that was started by Jonathon Orille. he started it as a goal to create fear about the cursed children and to be seen as a savior to people.

people in the group wear high end clothing to show power over others. all of the clothes are gifts from Jonathon and they use colour as a way to show status ('nobles' wear blue and purple, middle to higher ups wear yellow and green and lowers and recruits wear red and orange). girls often wear dresses with black tights and heeled shoes while boys wear neutral slacks (tan, black, grey.) and dress shirts with black dress shoes. accessories like necklaces (often expensive with pearls or jewels) and earrings (of a similar style) are worn among ladies while satin ties and watches are common with the men. 

  many people inside of the group have no animosity against the children and some are even cursed themselves. they are often inducted without knowing the murder stuff and just almost as a job and those who resist get threatened with the idea of killing people close to them. many people only remain out of fear though a select few agree with what he is doing.

to be chosen as an "angel of death" you need to go through a strict testing period. this may include prolonged exposure to blood and things that cause fear, tests of poison, timed challenges, physical testing and many more things. these people show status by wearing a special balaclava with a golden trim. Their clothes are usually fully black or white with colorful trim in various colours.

-Mavis (she is here because of a threat to her families safety. Orille though she was pretty and finding out she was cursed gave him a reason to induct her. She acts like a scout for whatever city Orille is stationed in and she scouts out who to kill, new cursed people, and who acts as a risk to the group. The only reason she wears purple is because Orille likes her)
