History - What is Act XIII’s history?

The past 50 years has been filled with war, chaos, and terrorism internationally. While on the brink of World War 3, a government group simply known as "The Agency" has been working on a project known as Act X, a secret project where they are working on the perfect super human army. By mutating human cells in early childhood, the soldiers are honed and trained to be as strong as a fully grown man by age 5. By their late teens, these super soldiers are stronger, faster, and smarter than any human alive. They are also compliant, seeing as they are trained since birth. Problems soon arose, however, resulting in Act XI, combining super human strength with cybernetic parts. The project was a success and "The Agency" was able to create more than 2,000 super soldiers: compliant, strong, silent, and resilient. Until, that is, the introduction of Act XII, a project that promised stronger, faster, better soldiers. Some, of which, could even be naturally born. There were already two successful incidents of two healthy born children. Labs had already learned to implement the mutant cells into live fetus, and come out already trained and ready. It was a time saver, and they were, indeed, much...much stronger. So...Act XIII was put in place: the eradication of over 2,000 soldiers. It was brutal, bloody, and took days to finish the process. Some got away, but most, died confused, betrayed, and filled with rage. One in particular, swore to find and protect the natural mutants from befalling the same fate as she. She, and other humans and mutants created a new organization, in memoriam of the bloody massacre that took place, a reason to keep living, Act XIII.

The current powers in place, a cruel politician by the name of _______ hopes to re-instate Acts X-XII to allow the continuation of the super soldier project. Promising other politicians an edge, by using those cells in themselves to live longer and healthier and hold their positions for longer periods of time. This would allow the elite to live and have their own private armies. An enticing piece of the action but we are unsure of his true motivations. What does a man like him need an army of super soldiers for?
He is already followed by several mutants already: Michael, Samuel, and Selene.

Magic System - What is the magic system like in Act XIII?

Only mutants can harness elemental and supernatural prowess. Abilities are included but are not limited to blood manipulation, mind reading, teleportation, elemental magic, super strength, etc. Just needs a kind of 'scientific' evidence even if it's science fiction.

 
Laws of Physics - What are the laws of physics like in Act XIII?

Gravity works. Only mutants with specific abilities can defy basic laws of physics.

 
Technology - What is the level of technology like in Act XIII?

Technology is reminiscent of late 2000's technology. Act XIII and "The Agency" are the only ones who can use higher end technology.
